Modi equated Lashkar-e-Taiba and Jaish-e-Mohammad to ISIS and Al-Qaeda, calling them terror groups. He even said that the names are different but they work for the same aim and thei ideology is same. Narendra Modi mentioned that some of the countries have been choosing terror to dominate and over their political objectives. Many other leaders in the summit supported Modi's statement. US President Donald Trump, Russian President Vladimir Putin and Chinese President Xi Jinping have been listening to the speech while Modi kept speaking out about the terrorism which turned out to be the major challenge for many countries.

Modi said more cooperation was needed to fight the menace. Narendra Modi has been quite particular on the issue and he submitted a 11-point agenda which he named as Action agenda. This agenda includes suggestions to exchange among the countries that have been participating in the G-20 summit. Modi even revealed that those countries who have been promoting terrorism should not be supported with funds and providing weapons by any country.

In a clear reference to Pakistan, Modi revealed that some of the countries are using terrorism and depending on terrorism to acheive their goals. Groups like Lashkar-e-Taiba and Jaish-e-Mohammad to ISIS and Al-Qaeda have been spreading hatred and are responsible for massive attacks across the globe. He even reminded that all the recent attacks have been done some among these groups. Though this seems small for other countries, Lashkar-e-Taiba and Jaish-e-Mohammad to ISIS and Al-Qaeda are sure a threat for the world reminded Modi. He even termed that the international response has not been collective and it has been weak. On the whole, concerned about the country, Narendra Modi made a straight attack on Pakistan informing about the groups and the recent terror attacks that took place on the country.
