Whom should CBI report to? Lokpal controversy

After a long precipitation and severe rounds of counseling by the group of ministers also from legal background, The Prime Minister Manmohan Singh on Tuesday declared the long awaiting bill realty, subject to approval from both the houses. The bill seeks to end bureaucratic sloth, to ensure prompt and efficient delivery of goods and services to citizens.  Now the citizen charter services shall pay compensation if the application is not dealt in the given time frame. The Bill is one of the five proposed legislations that the ruling Congress is relying to clean up its image ahead of the assembly-polls in Uttar Pradesh and four other States next year. This is also to stay fit to fight against the opposition and of course Anna Hazare.

But the initial reactions are all that not encouraging as the CBI is left out of the bill. The oppositions claim if the CBI is controlled by the rulers, then how can investigation be fair. Anna voiced his firm opinion in this regards, joined by the entire opposition. "If the government controls the CBI, how will investigations be independent?" asked Anna's aide, Prashant Bhushan. "The government is often party to the corruption."

It is true if the country’s premier investigating brains reports to a nine member ombudsman then maintaining the secrecy in certain sensitive cases becomes uncertain. It is equally true that any ruling party could use the agency as a weapon against the opponents or shield their defects. Either way it is precarious situation.
