The AP State Reorganization Bill 2013 is inscribed as 'Secret' and circulated among the members of the Assembly and the Council. But the secret document is also posted on the website of the Assembly giving access to everyone.  Only qualification is one should know how browse.

MLA and TDP senior leader Payyavula Keshav said that the bill was introduced as a secret document.  He said that a discussion on it has not started in the Assembly.  He complained that the information on the bill was given only Telangana Members which is a wrong act.

He said that a bill that is going to dictate the future of the Seemandhra people is introduced as a secret document that is not a right practice.  He said that simply introducing the bill cannot be deemed as if a discussion is taken place.
