The issue of the authority the Center got from Article 3 and 4 is in the Supreme Court. 

In the dispute over Mulla Periyar Dam Kerala and Tamil Nadu Governments questioned the authority of the Center to deal with it in accordance to the articles 3 and 4. A five member Supreme Court Bench heard the arguments of both sides and reserved its judgment on August 21.

The judgment may come out at any time as Payyavula Keshav, the senior leader of Telugu Desam Party said to the media persons. When such is the case, he says, the Government should not go ahead with the process of state bifurcation. He suggested that the Chief Minister Kiran Kumar Reddy should file a case under Article 131 in Supreme Court against the Government action in state bifurcation.
