Bifurcation of districts a solution to bifurcation issue?

The deadline for Telangana has yet another time come to end and this time this was not the deadline given by any political party but the union home minister Sushil Kumar Shinde himself. However, Centre was unable to come out with a decision on Telangana as promised in the last week of December, 2012. While some say that no consensus in Congress could be one of the reasons, political observers who reportedly managed to get the information from their sources have said that there was something else in the minds of big wigs. What's that something? What Congress party is thinking? What will happen to Andhra Pradesh?

It is a known fact that Congress plays a big role in the United Progressive Alliance with AICC supremo Sonia Gandhi being the UPA chairperson too. Therefore, the observers said that whatever the step that the Centre takes will obviously be in the best interest of Congress party. It looked like Congress party, instead of looking into the demand for carving out separate state of Telangana, is focussing more on the root cause that led to the movement. What could be the root cause for outcome of Telangana movement?

While ethnicity and culture is what mainly people presume as reasons behind Telangana movement, there's actually something else, said observers. They even said that one of the main reasons for the outbreak of movement was alleged negligence being meted out to some parts of the state. In order to put an end to injustice, Congress party was in a plan to carve out further district apart from the current 23 district. This would simply mean that every parliament constituency would be made into a district, which would apparently give enough scope for the Centre too to allot funds accordingly for the development of the region. Anyway, one has to see whether these speculations would turn out to be true.
