To resolve the issue of Telangana Statehood demanded by the people of Telangana region The Government of India after dodging the issue for many years now seem to have taken it seriously and series of discussions are going on at different levels based on the opinions gathered from many senior leaders.  

The Government is thinking of many alternatives to that of giving a separate Statehood as it is opposed by the Andhra leaders.  There are many issues like State capital Hyderabad and others that are involved in the division of the State.

After getting thoroughly confused by the collection of many an opinion the Center is said to have thought of treating in Hyderabad in Hong Kong way.

As per the British Sino Joint Declaration in 1996 Hong Kong is given a status of Special Administrative Region by which the city is handed over to China which is a Communist Country but the administration of the Hong Kong city is given special privileges to administer in a democratic way.

The same way Hyderabad can be given to Telangana to work as its capital and at the same time can have special privileges like that of Hong Kong.

It is one of the many ideas the Center is toying with.  Even a proposal was in the air that the city of Hyderabad should be made a second Capital of India.  Hyderabad was asked to be made a Union Territory.  When Telangana leaders want its revenue, Andhra leaders do not want it that way and that easy.  As the rift is going on for a long period, AICC is also added its own interest of retaining hold on the State in the coming elections.  

Hong Kong is one of those propositions among many.
